Portland homeless sleep outside City Hall as protest

Homeless people in Portland, Ore., are protesting strict city rules that forbid them to sleep on the streets. Their protest? They’re sleeping in front of City Hall, which they are allowed to do as a form of political expression. Meanwhile the city is trying to get shelters open and is investigating the denial of Section 8 housing vouchers by landlords.
